Executive Talent and Manpower Search
(for Skilled and Unskilled Manpower)

Agensi Pekerjaan IRC Sdn Bhd (APIRC) has been established since 2003 and helped many foreign multinationals and local corporations to recruit Malaysians and Foreign talent and manpower in Malaysia and in overseas countries.

This is also in response to the Malaysia’s Economic Transformation Program (ETP) and to support the expected increase talent and manpower needed in the Entry Point Projects (EPP) under the 12 sectors of the National Keys Economic Areas (NKEA).

In many cases, where there are shortages of local talent and manpower, we help our clients to search for foreign talent and manpower directly from overseas Universities, Colleges, Technical Institutions and from the relevant industries.

We prepare Proposals and Appeal Letters for our clients in the application and submission of JTK and KDN Approval to the following Ministries:-

  • Ministry of Human Resources (JTK),
  • Ministry of Home Affairs (KDN) and
  • Ministry of International Trade and Industry (MITI)

1. Classification and Fee:

1a. Local/Foreign Talent are local professional skilled workers or expatriates (DP10 or MSC or NKEA projects)

Malaysia, Indonesia, Philippines, Singapore, Vietnam, China, South Korean, Japan, United Kingdom, India, US, Australia Directors, General Managers, Managers, Engineers, Accountants and Professional Expatriates from various 12 sectors of industries, under the NKEA projects. Professional Degree / Diploma, Degree or Phd with or without experiences.

Fee in RM : 15% to 25% of their 13 months basic salary plus other allowances (as per official employment contract). The fee is charged based on the types of positions and qualifications requested.

There is no minimum recruitment number for this category.

 

1.b Local/Foreign Manpower are semiskilled and general workers and they are classified as

Semiskilled Workers

*Fee in RM : Semiskilled worker - 2 months basic salary (foreign) (excluding bonuses and allowances) as per official employment contract

*The minimum recruitment is 10 workers . If less than 10 workers, the fee will be higher and provided on request.

 

Unskilled or General Workers

*Fee in RM : Unskilled worker - 1 month basic salary (excluding bonuses and allowances) as per official employment contract

*The minimum recruitment is 20 workers. If less than 20 workers, the fee will be higher and provided on request.

2. Job Evaluation and Analysis

Local Recruitment

Our HR executives are trained to prepare proposals and applications, and advise clients on their human resource requirements through detail job analysis and jobs evaluation exercises.

Our responsibilities include evaluating and analysing your existing remuneration package and benefits versus workers' job responsibilities, scope and descriptions.

Our clients Training Need Analysis (TNA) and Human Resource Development Programs (HRDP) will also be reviewed on the needs to hire external or conduct internal trainings and promotion within the same organisation.

If need arises, we will advise our clients to give priority to hire local talents with acceptable terms and conditions, market remuneration and incentives package to fill in the urgent vacancies.

The recruitment cost and process is much lower and faster. However, its stability is depending on market forces and changes of individual preferences.

With the current shortage of right candidates, we will encourage our clients to recruit from other rural states and even Sabah and Sarawak.

However, the common challenges encountered by employers from local outstation recruitment are regular absenteeism during long public holidays, turnover due to better offer, parents objections, marriage or further study.

Foreign Recruitment

Until several attempts to hire local talent and manpower failed, we will propose the employer to consider foreign talent and manpower with the acceptable terms and conditions, remuneration and incentives package.

However, the success of approval is highly depended on our clients local vs foreign workers ratio analysis and also subjected to the changes of government policies. Appeal letters can be submitted on case to case basis within the approved sectors.

IRC can help clients to prepare appeal letters to the respective Ministries upon proper understandings of business proposals and appointment as approved agency.

The recruitment process takes between 2-3 months including overseas interview and the cost is more expensive than local recruitment.

However, the stability is predictable as they are bonded by employment contracts attested with their foreign embassies and labor departments especially through the latest Government to Private (G2P) recruitment program

3. Interview Process

Preliminary interview will be conducted locally and overseas through live interview sessions or teleconferencing by IRC and its overseas or outstation partners. Clients are invited for the final interview sessions for decision making at their own cost.
