Dato Dr. Kang Chin Seng, Founder and Chairman IRC Group of Companies, is a professional consultant in Human Resource Development and Corporate Strategy. He was also the former Managing Director of Pensonic Technology Pte Ltd in Hong Kong, a subsidiary of KLSE listed company Pensonic Holdings Bhd in Malaysia.
Dr Kang was former Penang State Executive Councillor (EXCO) in charge of Human Resource, Science and Technology and SMI Development. He was the Founder and Chairman (1992-1999) of the Penang Human Resource Development Council (PHRDC) and the Chairman of the Penang Small and Medium Industries Council for many years. His cross border activities allow him to be appointed as the Economic Advisor to China Foreign Economic Cooperation (Province of Shandong, China) and Jinan City High Technology Development Zone and Asia Region Training and Development Organization (ARTDO). He is the Founder and President of the Penang-Xiamen twin city relationship, and was given the honour to hold the honorary citizenship of Xiamen. In Malaysia, he was the former Advisors to many industries association namely Penang Furniture Manufacturers and Dealers Association, Penang State Foundry and Engineering Industries Association and many other trade associations.
Dr Kang is now a professional Chinese calligrapher and has donated millions ringgit worth of his art to cancer hospitals, nursing homes and dialysis centre. He is the President and Founder to the Penang Chinese Art & Culture group and participate in the China One Belt One Road Art and Cultural exchange programs

Mr Michael Heah, Founder and Group CEO of IRC Group of Companies holds a Master Degree in Business Administration from University of Portsmouth, United Kingdom. He has more than 13 years of working experiences in banking industry, 7 years in post graduation education industry and more than 15 years in human resource industry. In view of his consistency in complying with the global Electronic Industry Code of Conduct (EICC), he has successfully completed EICC Lead Auditor Labor & Ethics Program and signed Corporate Integrity Pledge with Malaysia Anti-Corruption Commision (MACC). Mr Heah was also appointed by Ministry of Human Resource as the National Career Advisor to promote and teach the National Career Guider Program under National Occupation Safety and Standards (NOSS). He is also a qualified Trainer and successful completed the HRDF Train The Trainer Program.
In 2014, he was invited to represent Malaysia in the Asia-Pacific Anti Human Trafficking Conference and had organised many anti human trafickking seminars and programs with MAPO (Council of Anti Human Trafficking and Smuggling of Migrants Malaysia). He was also invited by Intel, HP, WD and Seagate to speak about the best practices in hiring foreign workers and his leadership experience in successfully completed the EICC VAP without any findings at the 4 MNCs EICC Road Show in Johor, Klang Valley and Penang. In his endeavour to help Malaysia to achieve to Tier 1 Anti-Trafficking in Persons (ATIP) ranking, he has worked with Indonesia Government – The National Board of Placement and Protection of Indonesia Migrant Workers (BNP2TKI) on the first pilot recruitment program in Asia-Pacific region.
In his passion to help hundred of thousand of local graduates in Malaysia every year, he has conducted various education-career development programs in colleges, polytechnics and skills centres throughout Malaysia, Sabah and Sarawak and had founded Inter “EduCAD” Program for Malaysian youth to excel and grow in their career path. His effort to help local SPM and SKM graduates to work and study part-time with the Industry has gained recognition to become Program Partners of University of Technology Malaysia (UTM) School of Professional and Continuing Education (SPACE). Together with his staff and workers, he had founded Kelab Pembangunan Kerjaya Belia Malaysia, attracted more than more than 3000 memberships in the Kelab Kerjaya Belia Malaysia Facebook and established two Career Development Centres in Kelantan and Sabah.
