Founder and Chairman IRC Group of Companies, is a professional consultant in Human Resource Development and Corporate Strategy. He was also the former Managing Director of Pensonic Technology Pte Ltd in Hong Kong, a subsidiary of KLSE listed company Pensonic Holdings Bhd in Malaysia.

Dr Kang was former Penang State Executive Councillor (EXCO) in charge of Human Resource, Science and Technology and SMI Development. He was the Founder and Chairman (1992-1999) of the Penang Human Resource Development Council (PHRDC) and the Chairman of the Penang Small and Medium Industries Council for many years. His cross border activities allow him to be appointed as the Economic Advisor to China Foreign Economic Cooperation (Province of Shandong, China) and Jinan City High Technology Development Zone and Asia Region Training and Development Organization (ARTDO). He is the Founder and President of the Penang-Xiamen twin city relationship, and was given the honour to hold the honorary citizenship of Xiamen. In Malaysia, he was the former Advisors to many industries association namely Penang Furniture Manufacturers and Dealers Association, Penang State Foundry and Engineering Industries Association and many other trade associations.

Dr Kang is now a professional Chinese calligrapher and has donated millions ringgit worth of his art to cancer hospitals, nursing homes and dialysis centre. He is the President and Founder to the Penang Chinese Art & Culture group and participate in the China One Belt One Road Art and Cultural exchange programs
